Pentagon cinching in its belt ahead of budget cuts

WASHINGTON (Reuters) - The Pentagon has begun laying off many of its 46,000 temporary and contract workers and delaying maintenance on aircraft and ships to slow spending due to fears it may be hit by new budget cuts, Deputy Defense Secretary Ashton Carter said on Friday.

The Pentagon also plans to formally notify Congress in the next few weeks that if further budget cuts take place on March 1, it will furlough most of its 800,000 full-time civilian employees, probably by asking them to take a day off per week for the last 22 weeks of the fiscal year, Carter said.

"Obviously this is a terrible thing to have to do to our employees and to the mission," Carter said. "But it's necessary because it'll save $5 billion and we have to find that money."

The cost-cutting steps come as the Pentagon tries to deal with budget uncertainty caused by the threat of $45 billion in across-the-board spending reductions on March 1 and Congress's failure to appropriate defense funding for the 2013 fiscal year.

The Pentagon currently is absorbing $487 billion in cuts to projected defense spending over 10 years that were agreed in the Budget Control Act of 2011. That law also required the additional across-the-board cuts by January 1, 2013, unless Congress agreed to an alternative.

Lawmakers failed to reach a new deal but did agree to postpone the across-the-board cuts until March 1 to give themselves more time. But March 1 is five months into the fiscal year, giving the Pentagon less time to absorb any cuts.

Defense officials had long resisted taking action in response to the threat of additional reductions, saying they were put in place to try to force Congress to reach an alternative.

But Carter said the congressional debate on U.S. financial issues in late December had been sobering, with little discussion of how cuts would affect the Pentagon or its mission. Postponing the decision for another two months reduced the time the department would have to respond.

"When we were marching up to January 1 we had more runway, more time to absorb cuts if we had to absorb cuts," Carter said. "Now we're running out of time and so for those two reasons, our risk calculus has to change ... and we need to begin acting."

Carter asked the military services two weeks ago to take steps to reduce their rate of spending. He said he asked them for detailed plans by February 1 on what they are doing to reduce short-term spending before the $45 billion in new cuts are due to go into effect on March 1.

He also asked for detailed long-term planning by February 8 on how the services will implement the $45 billion in across-the-board cuts if they go into effect.

BUDGET MESS

Congressional failure to allocate funding for defense for the 2013 fiscal year has complicated the Pentagon's budget mess. The department is currently operating on a continuing resolution that maintains funding at 2012 levels until March 27.

"The problem is that the money is in the wrong pots," Carter said. He said the Pentagon had planned to spend considerably more for operations and maintenance in 2013 than it did in 2012.

"We don't have enough money to operate the forces in the way we thought we were going to," Carter said. "That's the problem. And that's a more than $10 billion problem. And we're running out of time to eat that $10 billion and that's the reason that we need to act now."

To slow the rate of spending, the department has put a freeze on civilian hiring, he said. Usually the department hires 1,000 to 2,000 civilians a week, more than 44 percent of them military veterans and 86 percent of them living and working across the country, not in Washington.

The department's 46,000 temporary and contract employees are "all now subject to release," Carter said, meaning they will either be let go now or will not have their contracts extended. The only exception would be if they are performing jobs critical to the war or the department's basic mission.

The department also is cutting back on base and equipment maintenance, which costs about $15 billion per year. He said the Navy would cancel maintenance on 30 ships that had been planned for the third and fourth quarters this year.

"They're not going to sign those contracts with the shipyards that do that work," Carter said.

Carter said the Pentagon would have to do "more draconian things" if Congress allows the $45 billion in cuts to go into effect, likely leading to "a pervasive crisis in readiness."

He said the Army projected that if the cuts occur, two-thirds of its active brigades and all of its reserve brigades would be operating at reduced readiness. Funds for training would primarily be used to prepare troops deploying to Afghanistan, while others would largely do without, he said.

Most Air Force flying units would be at reduced readiness by the end of the year, he said. The Navy would have to cut back steaming days by 30 percent to 35 percent, affecting its presence in the Gulf and Asia-Pacific region. He said the cuts might affect the U.S. ability to keep two carriers in the Gulf.

Google CEO Larry Page thinks the imbalance between mobile advertising and desktop advertising ? mobile is currently a lot cheaper ? won't last very long, and than ultimately mobile may overtake desktop as a revenue generator for Google.

He also suggested that Google may have made an error by encouraging businesses to build mobile optimized sites, because phones now are so sophisticated they may not need them.

For the last three quarters, investors have worried about the effect of mobile ads on Google's revenue. Generally, ads on mobile platforms are cheaper than ads on desktop platforms, but the core of Google's business is still on desktop. That may not last much longer ? more and more users are experiencing Google foremost on their phones.

Google admitted in December that mobile phones are causing a "deceleration" in its desktop business. Only 73 percent of Google's clicks come from desktops.

Page was asked about that issue again yesterday on his Q4 2012 earnings call. He told Wall Street that he expected the imbalance to tip one way over the other, ultimately in mobile's favor, but that revenues would nonetheless go up:

Richard Kramer - Arete Research: Thanks very much. Larry, a couple of quick questions. First of all, just to polish up this Mobile and CPC?[cost-per-click prices] question, how many years do you think it's going to take before CPCs on Mobile and Desktop are roughly equal trading off location and display size?

Larry Page - Chief Executive Officer, Director: ?? I am not going to make predictions about when they will be equal; I don't think they will be equal, I think probably one will always be bigger than the other, though, not clear which way but I don't think this is a long-term problem. I don't think this is a long time in coming, and I think as I have said before, there's a lot of advantages to mobile.

You already know location quite clearly, you can call somebody easily, you have a camera, you can hangout with the business, you can be notified instantly. There's just a lot of things about mobile that are amazing opportunities for advertisers and for businesses. So I expect that to revolutionize how people do marketing and we are working hard on that. I expect that that will work a lot better for users and for advertisers and businesses, and therefore more money. We will be able to generate a lot more money than we do now.

At another point, he said:

I think that CPCs will improve as these devices are improving as well.

On the call, chief business officer Nikesh Arora also said that the device platform on which Google appears is less relevant than it was because advertisers don't really care which medium their ads appear in as long as they reach users at the right time.

That wasn't the only time Page focused on mobile on the call. Earlier, he was asked about Google's progress in persuading web publishers to create mobile-optimized versions of their web sites that are easier for phones to read. Google has spent more than a year on that effort, but Page indicated it may ultimately be a waste because phones are now as good as laptops at handling web sites:

Page: I think that in some sense, some of you may consider mobile an extension over the desktop usage too. I mean, we have built a lot of great products that people use for the desktops like Maps which was transferred very well. And I think that one thing I was amazed by Chrome on my Android phone, Chrome is just an amazing experience. So, using my Nexus phone or other more smartphones from the latest generation, those phones are almost like using a desktop of last year or something like that.

... I'll just add on the mobile question. We don?t necessarily want them to have mobile sites some are too simple and I find I get kind of frustrated on my phone sometimes when I have these mobile specific sites because I am using a modern Nexus 4 that can actually view up the full site and I just find it confusing.

If he's right, it suggests that ultimately the mobile v. desktop CPC issue will disappear in favor of the aggregate issue of supply and demand. If Google serves more impressions across all devices, the increase in inventory supply will continue to drive down CPC prices but drive up paid clicks.

Judging by Google's own numbers ? that's exactly what's happening now.

From 1997 to 2002, a total of 1,556 elk were captured from herds in six states and released in Kentucky. The project has been a resounding success. In 2009, the herd reached the project goal of 10,000 elk.

And in Alabama, the State Department of Conservation and Natural Resources and Tannehill Ironworks Historical State Park have teamed up to offer an aquatic education experience to thousands of school children. Learning Line: Rose-Hulman's Homework Hotline helped 40K ...

TERRE HAUTE ? Born in a basement 22 years ago, what began as a tutoring outreach has since grown by exponential factors into a national, multimedia hotline for homework help.

For 2012, the Rose-Hulman Institute of Technology Homework Hotline logged more than 40,000 calls from across the country, as students speaking languages from around the globe were assisted with their studies.

Susan Smith, Rose-Hulman Institute of Technology Learning Center director and assistant professor of rhetoric, recalled last week how the school?s Homework Hotline was launched in the fall of 1991 through collaboration with the Terre Haute Area Chamber of Commerce. The school was seeking ways it could provide more assistance to students in the Vigo County School Corp., she said.

Before iPhone apps, wireless Internet or really even the Internet itself, Smith said the project kicked off in the basement of Logan Library with just a few telephones.

?It?s always been a part of the Learning Center,? she said. ?Initially, we had three Rose-Hulman students who would answer the phones.?

And it was slow from the start, she recalled, noting she began passing around sign-up sheets to Vigo County teachers, asking for the names and phone numbers of students who could use help with math and science.

?And so we called them,? she said, pointing out the tutors had to prove themselves and their ability to coach math and science over a telephone. ?By the end of the first year, we had 328 calls.?

Once area teachers realized the Rose-Hulman students were helping the students, and not simply giving answers over the phone, the program began to grow rapidly. In 1995, Smith said the group expanded to Clay and Blackford counties, and a grant from the Lilly Endowment allowed it to offer a toll-free number and offer services in Indianapolis by 1999. It next went statewide as part of a three-year project mirroring Indiana?s educational regions.

Today, Rose-Hulman students speaking 10 languages work as tutors, certified through the National Tutor Association and trained as such with funding provided by the Lilly Endowment.

?We go through an extensive training program with our tutors so we can be a nationally certified program,? she said.

Rose-Hulman tutors are paid as part of their work-study program or through the grant funding, as the service is offered free of charge to participants. Two decades later, thousands of tutors have participated, most for the entirety of their years of study at Rose-Hulman.

?We have a very high retention rate. Usually, once a student is hired with us, they stay with us their entire career at Rose-Hulman,? she said, explaining this helps future engineers not only learn problem-solving and communication skills, but how to deal with people of different learning styles and backgrounds while explaining topics such as geometry over the telephone.

Thursday evening, the office cubes inside the Learning Center were full of tutors, lined out in call-center fashion, armed with headphones and a library of textbooks spanning algebra to basic math. A copy of the periodic table was displayed on the wall of each cube, and Debbie Davis-Brutchen said she?s helped callers age 4 through adulthood over the years.

?I really do like my job. I do it four nights a week. It makes me happy,? the Winchester native said.

Now a graduate student in Rose-Hulman?s engineering management program, Davis-Brutchen said she started three years ago as an undergraduate studying biomedical engineering. Recounting her own early childhood struggles with math and science, she said it wasn?t until a mentor inspired her that she became enthusiastic about subjects which would ultimately become her chosen fields of study.

?It?s fun to help kids get excited about math,? she said, pointing out parents often call for help themselves.

The point at which students progress from basic math to algebra and geometry isn?t just hard for the kids, she observed. Parents from New York to California have gotten on the phone themselves with her to better learn topics they?ve long forgotten. Geometry in particular can be tough as it requires that students visualize the math involved, and this can be challenging to explain over the phone, she said.

Will Kolbus, also a graduate student in engineering management, said the Homework Hotline has evolved from a phone bank into a multimedia operation. For students without telephones, or those with difficulty using them to work math problems, the program now features www.askrose.org, which provides live, online chat options, email support, an iPhone app and videos that explain problem solutions.

?I?ve been working here since the sophomore year when I was an undergraduate,? Kolbus said, noting he?s now a shift supervisor and as such gets to work with the multimedia element of the program.

Rose-Hulman?s Homework Hotline employs about 150 tutors, each of whom typically works two nights per week from 7 to 10 p.m. Eastern Standard Time. About 40 tutors work each night and handle an average of 300 calls.

Smith said part of the fun involves keeping statistics gathered from two decades of operation. Historically, Tuesday night between 7 and 7:29 p.m. is the busiest time, with calls split evenly between high school and middle school students. About 80 percent of the calls are related to math, but tutors offer help in all subjects. The average call is 12 minutes, and the most frequent questions come from algebra, geometry and seventh-grade math, she said.

?Last year we had approximately 40,000 calls,? she said, pointing to the incredible growth seen relative to the program?s humble beginnings.

In January 2010, the program hit a record number of 506 calls in one evening, and last year students from each of Indiana?s 92 counties used the service.

Devon Trumbauer, a senior majoring in biomedical engineering, said calls can be pretty eclectic in nature as tutors develop relationships with the kids they help.

?I was rapped to last week,? the Dallas native laughed, explaining the caller is a long-time client she?s helped over the years who just wanted to say hello. ?I like helping kids. I was a baby-sitter, so I think it goes into this.?

While math questions tend to dominate the volume, Trumbauer has helped with grammar and U.S. history on occasion. A home-schooler studying physics on his own proved her lone stumper.

?He was using words that Wikipedia didn?t even have,? she said, shaking her head and noting that the student was appreciative of her efforts, they just couldn?t figure out the problem. ?But anyone can call with any kind of question.?

Likewise, freshman Zach Langbartels said he?s felt the pressure to figure out challenging problems rather than simply giving up. The work helps the electrical engineering major keep his basic skills intact while making for a good resume-builder and providing income. At present, the Crown Point native said he?s working two nights per week, but also picks up additional shifts when other students can?t make it.

?I?ll definitely keep doing it,? he said.

NBC's broadcast Saturday earned the highest preliminary rating for a non-Winter Classic regular-season game since 2002. The network said Sunday its regional coverage of Blackhawks-Kings and Penguins-Flyers averaged a 2.0 overnight rating. That's up 67 percent from the average for regular-season games on NBC last year.

The abbreviated NHL season opened Saturday after a lockout wiped out the first three months.

Ratings represent the percentage of homes with televisions tuned into a program. Overnight ratings measure the country's largest markets.

Jennifer Simonetti-Bryan:? It took me six (long!) years to prepare and pass the Master of Wine Exam.? It?s a four-day exam including days of essays and a practical exam of identifying 36 wines blind.? It took vision (as one needs to see the goal in sight) and lots of passion (otherwise one gives up early).? It also takes lots of discipline. I studied up to six hours a day during the week and 15 over the weekends for six years while working full time.

South Florida Food andWine.com: As a Master of Wine, what is your most memorable wine moment to date?
Jennifer Simonetti-Bryan:? The most memorable wine moment to date was the one that started me on my wine journey. I was working for Citicorp in London and it was a business lunch where they served an herb crusted salmon and a Sancerre. The pairing was so delicious that it made me realize that someone consciously put these two things together.? I was so fascinated that I decided to take a wine course and that was it.? The wine bug bit me and here I am over 12 years later.

South Florida Food andWine.com: As the co-author of Pairing with the Masters: A Definitive Guide to Food & Wine, you?ve sampled and put together many combinations of food and wine; what is your all-time favorite food and wine pairing?
Jennifer Simonetti-Bryan:? There were so many as part of the creation of the book, it?s hard to choose!? The Spaghetti Carbonara with Amarone was definitely one of my favorites.? The richness of the sauce balanced gorgeously with the richness of the wine and the flavors deliciously danced on the palate for a very long time.

Historically, Apple's products have come late to China, sometimes weeks or months after they first launched in the U.S. Apple CEO Tim Cook said this was because of the long process for approvals by Chinese regulators. Cook, however, hopes China will one day be among the first countries to receive Apple's newest products.

In last year's third quarter, Apple had a 71 percent market share of China's tablets market, according to Beijing-based research firm Analysys International. While the iPad remains the top selling tablet in major markets, experts said Apple faces less competition in China, where both Amazon and Google have yet to launch their Kindle Fire and Nexus 7 products.

Henley, a 23-year-old from Georgia, made a 15-foot par putt with a foot of break on the sixth hole, and another par putt from 10 feet on the 12th hole to stay two shots clear of Langley and Tim Clark.

The rest was simply a blur. The final hour began with a 45-foot birdie putt on the 14th hole, and of his last four birdies, the only one inside 10 feet was on the 18th hole. Henley punched the air with a sweeping uppercut, the first time all day he allowed himself to think about winning and all that goes with it ? particularly that trip to the Masters.

"It's been my goal to make it to the Masters my whole life," he said. "I'm kind of speechless right now."

Clark played in the last group, closed with a 63 and still finished three shots behind. He made seven birdies over his last 11 holes and only made up one shot on Henley.

"I gave it all I had, and he just played phenomenal," Clark said, a runner-up for the second time in three years at the Sony Open.

"He just never seemed to put a foot wrong, and when he did, he made those par putts," he said. "That's when you know a guy is comfortable, when he's making those 8- to 10-footers for par. But I still got on the 15th hole and said, 'Well, let's finish with four birdies and see what happens.' And sure enough, he birdied the last four, too. When a guy plays that well and beats you, you just have to be happy for them."

Clark knew enough about Henley that this wasn't a total surprise.

Henley tied for low amateur ? with Langley ? in the 2010 U.S. Open at Pebble Beach. A year later, he won a Nationwide Tour event while still at Georgia. And in his first year on the developmental tour, he won twice with clutch moments. He won his first Web.com Tour event by going from a fairway bunker into the water and making a 10-foot bogey putt to get into a playoff. He won a few weeks later by making a 20-foot birdie putt on the last hole to force another playoff.

"I've been in this situation a lot the last five or six tournaments," he said.

Henley became the first player to win in his debut as a PGA Tour rookie since Garrett Willis in the 2001 Tucson Open. That was played opposite the winners-only Mercedes Championships at Kapalua, so it wasn't a strong field. The Sony Open was the first full-field event of the year, featuring five Ryder Cup players.

"First pro PGA event, it's pretty cool to see him doing so well," Matt Kuchar said.

Henley walked into his news conference with two leis draped around his neck as he stared into his phone, talking on Face Time with his mother, Sally. He came to Hawaii on his own, and lamented that he had a lot of meals by himself.

That's about how he looked at times at Waialae. No one was around him.

Langley, tied for the lead at the start of the round, fell back quickly. He went over the back of the green into rough that made him wonder if his pitch shot would come out hot, and instead it didn't come close to reaching the green. He made bogey as Henley hit his approach into 3 feet for a birdie and a two-shot swing.

Langley three times missed birdie putts from 5 feet on the front nine, though he still was only two shots behind. He just couldn't keep pace. Langley closed with two birdies for a 70 to tie for third with Charles Howell III, who had a 66.

"I wish I would have played a little bit better today and made some more putts," said Langley, who missed three birdie putts of 5 feet on the front nine. "But Russell played so awesome. I don't even know if I could have caught him."

Howell, twice a runner-up at the Sony Open, had his lowest score ever at Waialae and was seven shots behind.

"Russell didn't falter one bit," Howell said.

Henley hasn't done anything wrong in about four months. In his past five tournaments dating to the end of September ? four of those on the Web.com Tour ? Henley is 73-under par. His scoring average in those five events is 67.15.

There's no telling where this will lead him. Thanks to his play on the Web.com Tour last year ? No. 3 on the money list and two wins ? Henley goes to No. 50 in the world. His win puts him in the Masters, PGA Championship, The Players Championship and the Bridgestone Invitational. And at No. 50 in the world and tied for the top of the FedEx Cup standings, he's likely to get into the next two World Golf Championships ? the Match Play at the end of February, Doral in early March.

Not bad for his rookie debut in the big leagues.

"When you get up close and watch a guy play ... if that's how he putts all the time, whew! It's over," Clark said.

And it was.
