Anadarko signs JV deal for Lucius development in Gulf of Mexico

Anadarko Petroleum has inked a definitive agreement with an unnamed party to enter a joint-venture capital carry arrangement for its ownership in the Lucius development project located in the Gulf of Mexico.
Under the terms of the arrangement, the company will be carried for $556m, which is estimated to represent 100% of its expected capital obligation through the anticipated date of first production at Lucius.
The company will pass on a 7.2% working interest in the Lucius development located in 7,200ft of water and includes portions of Keathley Canyon Blocks 874, 875, 918 and 919.
It will continue as operator with a 27.8% working interest.
Anadarko president and CEO Al Walker said the agreement further enhances the capital efficiency of its investment in the estimated 300-plus-million barrels of oil equivalent (BOE) Lucius development.
"We look forward to closing this agreement and working with our prospective partner and the other Lucius co-venturers to advance this project on time and on budget toward first production in the second half of 2014," said Walker.
The project will be developed by a truss spar floating production facility, which is being built to produce more than 80,000 barrels of oil a day and 450 million cubic feet of natural gas each day.
The deal will close in 2012, subject to existing preferential purchase rights and other conditions.

CHEYENNE, Wyo. (AP) ? The demise of the only company that manufactured a device specially designed to spray fire retardant from the back of U.S. military C-130 cargo planes has some experts worried about the future viability of a program that has helped fight wildfires for 40 years.
The Modular Airborne Firefighting System is a bus-sized device that can be shoved into the belly of a cargo plane and then used to spray retardant, or slurry, at 3,000 gallons in less than 5 seconds. The $4.9 million device's only manufacturer, Sacramento, Calif.-based Aero Union, went out of business in August, and no other company has replaced it. Critical spare parts also are no longer being made.
The MAFFS C130s are operated by three National Guard and one reserve unit in Wyoming, Colorado, North Carolina and California. Wyoming's MAFFS have been deployed as far away as Indonesia. Last year, MAFFS C-130s flew to wildfires in Arizona, New Mexico, Texas, Oregon and Mexico. They've been critical again this year against wildfires in Colorado, Montana, Wyoming and South Dakota.
"Thank God we have them. Can you imagine if we didn't have them?" said Tony Morris with the Wildfire Research Network, a Pacific Palisades, Calif., group that advocates for improved means to fight wildfires.
"At what point can we maintain control, or at what point do these fires burn out of control?"
Aero Union closed after the U.S. Forest Service canceled a contract worth a guaranteed minimum $14.5 million a year for firefighting services by six P-3 Orion air tankers. The Forest Service said Aero Union wasn't keeping up with inspections for those planes.
Aero Union is contesting the revocation in federal administrative court. Dallas-based Comerica bank foreclosed on Aero Union and offered the MAFFS-related assets at auction last winter. They failed to sell.
A bank spokesman declined to discuss any plans for those assets.
The Forest Service has stockpiled enough major parts, can source many smaller parts, and can mend the biggest parts no longer being made to keep the system running, said Scott Fisher, MAFFS coordinator for the Forest Service.
"The system was built for at least 20 years," he said. "I would not be surprised to see this thing fly for a full 30 years."
Eight of the planes were flying until a North Carolina Air National Guard C130 crashed in South Dakota on July 1, the first major accident in MAFFS program history. The crash killed four of six crew members and was still being investigated.
Forest Service officials said it was too soon to say if the MAFFS device on board, or any portion of it, might be salvageable.
"They can probably patch them up. But I think there may still be some issues on the unit itself where they may need an engineering team to get in there and work out any bugs," said Mike Archer, a wildfire consultant in Glendora, Calif.
The loss of technical help, especially, could prove troublesome while the Forest Service works out bugs in the latest-generation MAFFS II system in use since last year, he suggested.
"They haven't really used them enough, I don't think, to find out some of the problems," Archer said of the Forest Service and its workers contracted to maintain the MAFFS.
Forest Service officials insist the system is and will remain viable for years to come.
Meanwhile, the Forest Service has contracted technicians in California, Wyoming and Idaho to maintain the MAFFS. An in-house engineer at the National Interagency Fire Center in Boise, Idaho, can help troubleshoot any bugs, Fisher said.
"In any new system you're going to have some issues come up, and we've been able to work through them," Fisher said.
Aero Union's last chief executive, Britt Gourley of Seattle, declined to comment on the system's continued viability.
"I may have my personal opinions, but I keep them to myself. I don't know. I wish the Forest Service well and wish all the folks involved well," Gourley said.

Referees of the beautiful game got a 21st-century assist with the official approval of goal-line technology Thursday from the sport?s main governing body.
The International Football Association Board approved Hawk-Eye and GoalRef technologies to determine when a ball has fully crossed the goal line, thus counting for a score.?
The technology is a first for a sport that has long relied on human judgment alone, often to the?chagrin of fans treated to replays of disputed calls. Many remember a?controversial non-goal ref?call?in the 2010 World Cup that eliminated England from the tournament that Germany went on to win.
The Hawk-Eye system uses an array of six cameras positioned around the goal to track the flight of the ball. The separate views are combined to create a 3-D representation of the ball?s path. A radio signal alerts the referee when a goal is scored. The process takes less than a second.
The camera-system has been used in cricket and major tennis tournaments over the past decade, including Wimbledon.?
The GoalRef system employs a soccer ball embedded with a special chip along with sensors in the goal posts and crossbar that produces a low-magnetic field.?
The magnetic field is equivalent to a light-curtain. When the ball completely passed through it, the magnetic field changes and referees are alerted to the goal with an encrypted radio signal. The ?goal? message is displayed on their wristwatch.
The GoalRef technology was developed at the Fraunhofer Institute for Integrated Circuits. To date, the developers have used balls made by Select, a Danish manufacturer, but said all approved balls can be equipped with the technology.
FIFA aims to introduce the goal-line technology at the Club World Cup in Japan this December at a cost of about $200,000 per stadium. It will certainly be in place for the 2014 World Cup in Brazil.?
The use of technology in soccer has long been controversial, unlike in many?major U.S.?sports leagues where instant replays are standard fare (think American-style football, for example).?
The IFAB?s approval came with the emphasis that ?technology will only be utilized for the goal line and for no other areas of the game.?
Major League Soccer, the New York Times notes, has long offered to test goal-line technology and ?will doubtless be one of the first leagues to embrace the new system.?

Mysterious 'Spider-Man' post-credits scene

Spoiler warning: Don't read this if you don't want spoilers for "The Amazing Spider-Man" and possibly its sequel.
Checking out "The Amazing Spider-Man" this week? Don't leave?the theater?right after the end credits start to roll. If you do, you'll miss?a tantalizingly brief scene?that hints at questions the movie left unanswered.
In the scene, Dr. Curt Connors (aka The Lizard) sits alone in a cell. Lightning flashes and a cloaked man appears between two slivers of moonlight.
?Did you tell him about his father?? the mysterious man asks Connors.
Connors says that he told young Peter nothing about his father Richard Parker, and nobly pleads that Peter be left alone. The shrouded man quickly disappears with another strike of lightning.
The scene is brief, but there may be some clues.
First, it?s impossible to know who the second?man is. Connors, once a friend of Peter Parker's mysteriously vanished parents,?was recently a giant lizard, so it?s hard to trust the soundness of his mental health.?Perhaps he imagined the visitor??Maybe it?s a manifestation of the Hyde-like voice inside his head that pushes him to wreak havoc and do evil? Yet, maybe, it?s a real, in-the-flesh person?
When the?Huffington Post?asked whether the man is Norman Osborn, the head of Oscorp who becomes the Green Goblin in Sam Raimi?s ?Spider-Man,? director Marc Webb played coy.
?It?s intentionally mysterious, and I invite speculation,? he told the?Huffington Post.
He added, ?I like this idea that Oscorp is this Tower of Babel. And every crazy thing in the universe somehow relates to Oscorp.?
Some critics, like Screenrant?s Kofi Outlaw, believe Connors' visitor could imply that The Sinister Six, a group of mad-scientists-turned-monsters, may make their way into ?Amazing Spider-Man? sequels.
But, this seems unlikely. ?Amazing? turned out strikingly similar to Raimi?s 2002 ?Spider-Man," so there?s little reason to think that a sequel will suddenly diverge and add a slew of villains.
Rhys Ifans, the Welsh actor who plays Connors, seems to support the theory that the man is Osborn when he carefully?explains the final scene.
?Connors is sent to an asylum ? and he?s visited by, shall we say, a representative from Oscorp,? he told MTV.
In March, movie blog CinemaBlend posted an interview with director Marc Webb?filmed at WonderCon in California, and in it, Webb suggests that the film ties in to a future sequel. Does this quick scene, then,?mean the Green Goblin (played by Willem Dafoe in the 2002 Tobey Maguire version) will be the villain for the second film? Fans will find out when the sequel comes to theaters in 2014.
